
Civil & Environmental Consultants, Inc. welcomes six new team members to our Oklahoma City Civil Engineering practice. This addition increases the size of the office by nearly 30%, significantly enhancing our capacity and capabilities in the region.

The new team, led by industry veteran Sean McGraw, brings a strong portfolio of ongoing projects. Their arrival provides immediate support for public sector work and better positions us to support clients with their new opportunities, while making Civil & Environmental Consultants one of the largest civil site groups in Oklahoma City.

He will serve as the Civil Practice Lead in the Oklahoma City office.
New Team Members:

Sean McGraw, P.E., Principal – Having previously served as a director of engineering for his previous firm, Sean brings leadership and more than 18 years of experience in aviation, institutional, and public infrastructure projects to Civil & Environmental Consultants. He is a Professional Engineer, holding licenses in Oklahoma, Colorado, Utah, Texas, and Arkansas, and is a member of the American Society of Civil Engineers. He also serves as a commissioner on the Edmond Mobility Commission, advising the Edmond City Council on items related to mobility, transportation, and the implementation of the EdmondShift Plan. Sean earned a bachelor’s degree in Civil Engineering from Oklahoma State University.

Jason Rogers, Senior Designer – Jason is a Civil CAD technician with more than 24 years of experience. He has led civil designs for a wide range of projects including airports, commercial, and residential, overseeing site grading, utility layout, and plan development. Jason earned an associate’s degree/drafting certificate from University of Arkansas and is currently pursuing a bachelor’s degree in Civil Engineering.

Patrick Good, Senior Designer – Patrick is a Certified Floodplain Manager and CAD expert with 20+ years of experience, including 13 years in civil design aspects of roadway projects; bridge, residential and commercial site projects; aviation; and water, sewer and drainage system design. Patrick earned an associate’s degree in Computer Aided Design: Architectural, Mechanical, Civil and Electrical from University of Texas at Arlington.

Josh Fairbanks, EIT, Staff Consultant – Josh’s experience includes aviation design, private and public site design, and stormwater design. He is a graduate of Oklahoma State University with a bachelor’s degree in Civil Engineering.

Sydney Knoernschild, EIT, Staff Consultant – Sydney is a recent graduate from Oklahoma State University with a bachelor’s degree in Civil Engineering. She has experience in reviewing fabrication submittals packages for conformance with contract documents, and modeling utility infrastructure in accordance with codes and project requirements.

Kaylin Hall, Intern – Kaylin is an Oklahoma State University student pursuing a degree in Civil Engineering with an expected graduation in 2026.
These new team members strengthen our ability to deliver high-quality civil engineering services and expand the depth of our private and public sector bench in Oklahoma City and the surrounding area. Their collective experience and project portfolio will be instrumental to the office’s delivery of high-quality, community-focused civil engineering solutions.
Having joined Civil & Environmental Consultants, Sean and the team now have access to a broader array of services in-house, particularly surveying, environmental engineering, ecological, and cultural resources. Through the expertise of team members Cliff Stout, PLS; Nick Shepherd, P.E., PhD; Bradley Barnes, and Andy Richard, the clients and industries served by the new civil team will enjoy a more seamless experience and integrated solutions for their projects.
