Owner Objective

West Virginia Department of Transportation is the state agency responsible for transportation and providing services in tourism and economic development. The West Virginia Division of Highways (WVDOH) is responsible for planning, engineering, right-of-way acquisition, construction, reconstruction, traffic regulation, and maintenance of more than 35,000 miles of state roads.

The project work included adding a north and southbound lane to Interstate 79 and widening the three bridges between exits 132 and 135, allowing businesses in the area to receive freight more safely and efficiently. The consultants were also required to maintain two lanes of traffic during peak traffic hours (7 a.m. to 6 p.m.) throughout the construction process.

CEC Approach

CEC assisted the WVDOH on the I-79 Widening: South Fairmont to Pleasant Valley. This project is approximately 3.4 miles of northbound and southbound highway widening. One lane addition to the Middletown Mall Bridge, Reconstruction of the Kingmont Overpass Bridge, Millersville Bridge, and Tygart River Bridge. Addition of two proposed pile and lagging retaining walls, construction of a pile plug wall, drainage structure installation, utility relocations, slope stabilization and site development activities while maintaining a safe work environment.

Throughout this project CEC performed construction inspection of work activities, change order preparation/review, CPM schedule review, and submittal review. We developed progress estimates, generated samples and performed material management of material brought and placed onsite. We coordinated with the contractor, WVDOH personnel, and local and state authorities to determine if the contractor was conforming to plans and specifications while following all local rules and regulations. Monthly progress meetings were held to enhance communication and determine if required submittals had been approved prior to beginning a work activity.

CEC helped decrease the workload required for WVDOH, increased communication within the project staff, and helped the WVDOH navigate problems that arose during construction and applied a value engineering approach for the purpose of reducing the total cost of proposed changes without reducing the design capacity or quality of the finished product.
