Aaron Goslee, P.E. – Principal and Transportation Lead at CEC Phoenix
Aaron has more than 25 years of experience in transportation design and drainage design, including waterway modeling, sewers/culverts, and stormwater detention. He has worked on various roadway projects, including new interstate highways, highway rehabilitation, intersection reconstruction, roundabout construction, and more.
Bob Parker, P.E. – Vice President & Civil Engineering Practice Lead at CEC Cleveland
Bob Parker, P.E., has been primarily involved with the replacement and rehabilitation of bridges, local roadways, and highways, as well as serving as a liaison for the public on major projects. Throughout his 36-year career, Bob has provided various engineering support services nationwide, including stormwater management, public involvement, National Environmental Policy Act studies, right-of-way acquisition, traffic analysis, retaining wall design, and much more.
Doug Smith, P.E. – Principal & Corporate Transportation Lead
After 38 years of work as a multimodal transportation professional, Doug Smith, P.E., was named our Corporate Transportation Lead in 2024. He has management experience overseeing safety studies, transportation finance, traffic engineering, corridor studies, statewide long-range plans, Public-Private Partnerships, bridge design, construction inspection, roadways, and airports. He has assembled and overseen project teams to deliver innovative results to clients across the country.
Gary Hodges, P.E. – Principal at CEC Houston
Gary brings decades of experience to CEC. His background includes the design, construction, operation, and maintenance of infrastructure such as highways, roads, bridges, airports, and buildings. Gary has provided senior management for multi-billion-dollar programs for state transportation departments and toll road authorities.
Gary Karaboulad, P.E. – Principal at CEC Phoenix
Gary brings more than 41 years of experience as a transportation and structural engineer, designing and constructing roadways and a variety of specialized highway structures. Gary is actively involved with the Arizona Department of Transportation (ADOT), participating in ADOT’s Bridge Group and ADOT’s Phoenix Construction District for several years.
Janette Wolf, P.E. – Vice President & Corporate Public Sector Market Lead
With nearly 20 years of experience in Tennessee Department of Transportation (TDOT) environmental compliance, Janette is an expert in DOT permitting requirements. She has served as the Environmental Lead with the Design-Build team on TDOT’s first Progressive Design Build project awarded in 2024 and on the Owner’s Representative team. She was also instrumental in developing CEC’s DOT Construction Engineering & Inspection within the Tennessee market. Janette was named CEC’s Corporate Public Sector Market Group Lead in 2024.
Mohammed Qumruzzaman, P.E. – Principal at CEC Houston
Mohammed Qumruzzaman, P.E., joins CEC Houston as a Principal with more than 30 years of experience in structural, civil, and transportation engineering projects. He has conducted structural analysis for bridge and transit structures, drainage and subsurface utility engineering, and underground structure design with geotechnical investigations.
Roger Sorenson, P.E. – Principal at CEC Austin
Over his 35-year career, Roger Sorenson, P.E., has played a leading role in various municipal civil engineering projects throughout the West. He has led multi-disciplinary teams across multiple locations and states, working on projects that include major freeways, urban and rural highways, arterial streets and intersections, utilities, flood control infrastructure, industrial infrastructure, and water distribution and sewer collection systems.
Travis Rhoades, P.E. – Principal & Transportation Lead at CEC Toledo
Travis Rhoades, P.E., brings over 23 years of experience in planning, management, design, analysis, and inspection of projects across Ohio and Michigan. Travis’ expertise includes structural analysis and design of complex bridge systems and hydraulic analysis for waterways, as well as geotechnical engineering for roadways, structures, and landfill applications.
Our Work
Arizona Department of Transportation
Our experts in Arizona have a long-standing relationship with the Arizona Department of Transportation. Services include roadway, electrical, drainage, pavement, post-design, traffic engineering, bridge widening, and more. We have also provided on-call civil engineering, surveying, and environmental planning services on a statewide basis for federally funded projects. Lastly, the team provided photogrammetry, design surveys, and construction documents for the widening of 15 miles of I-10 from four to six lanes. This $40 million Design-Bid-Build project included widening 12 bridge structures, two railroad overpasses, and two ramps.

Ohio Turnpike and Infrastructure Commission
In Ohio, CEC is helping the Ohio Turnpike and Infrastructure Commission rehabilitate and widen key bridges along one of the state’s most heavily traveled corridors. Our teams have conducted in-depth inspections and load ratings to evaluate structural conditions, then developed engineering plans to restore and expand the bridges to meet current and future traffic demands. By incorporating LiDAR survey methods and phased construction approaches, the work was completed with minimal disruption to Turnpike users. These efforts are part of a broader initiative to upgrade aging infrastructure across the 241-mile route while supporting the long-term performance of the Turnpike system.

Tennessee Department of Transportation
CEC’s involvement with the Tennessee Department of Transportation (TDOT) stretches back to 2004. CEC has had the privilege to provide services to TDOT on several high-profile projects, including the new alignment and interchange for the Blue Oval City project, a $5.6 billion automotive assembly complex which will be operated by Ford Motor Co. and SK Innovation. The facility will consist of an assembly plant that will produce electric Ford F-150 Lightning pickup trucks. CEC has handled multiple support services, including initial environmental studies, permitting, and mitigation needs. Road work around the site has been underway since October 2021, with 16 miles of roads needed to service the plant. A new interchange is on tap at Interstate 40, while another nearby interchange will be upgraded to handle the increased traffic in the area.

West Virginia Division of Highways
As part of a major infrastructure upgrade in West Virginia, CEC is supporting the West Virginia Division of Highways (WVDOH) on the widening of Interstate 79. The project includes the reconstruction or widening of three bridges, retaining wall construction, drainage improvements, and slope stabilization—all while ensuring two lanes of traffic remain open during peak travel hours. CEC’s role includes construction inspection, change order and submittal review, schedule analysis, and coordination with contractors and state agencies. By streamlining communication and applying value engineering approaches, CEC has helped reduce project costs and supported WVDOH in navigating challenges throughout construction.
