CEC is pleased to announce that Zach Rayburn, P.G., has joined our Austin office as a Principal and Operations Lead. Zach brings nearly 20 years of experience in environmental assessment, investigation, and remediation across federal, state, city, and private sectors.
Former Austin Operations Lead Chad Kimbell, P.E., has transitioned from his previous role to focus on land development opportunities in the West. In his new role, Chad will work with our Texas, Arizona, and California operations teams and CEC’s Corporate Market Group Lead to pursue large commercial, residential, and data center projects. We are excited to have Chad spearhead this important initiative for CEC in this growing market.
Most recently, Zach served as Operations Manager at Earth Systems Response & Restoration in Austin, where he founded the office and led efforts in remediation, decommissioning, and environmental compliance, generating multimillion-dollar revenue. He has also held leadership roles supporting high-profile projects for CPS Energy, the City of Austin, the Railroad Commission of Texas, and various private clients across multiple industry sectors.
Zach’s technical expertise has been performed under regulatory programs including the TRRP, TSCA, RCRA, CERCLA, and more. His strategic approach to site characterization, groundwater investigation, and risk-based remediation has earned him recognition from clients and regulators alike. He holds a master’s degree in geological sciences from San Diego State University and a bachelor’s degree in economics from Indiana University. He is a licensed Professional Geoscientist in Texas and maintains OSHA 40-hour HAZWOPER and 30-Hour Construction Industry Procedures certifications. Zach is actively involved in several industry organizations, including the Urban Land Institute, Real Estate Council of Austin, Associated Builders and Contractors, and the Home Builders Association.
